Commission adopts Horn Shadow Solar CRA ordinance after developer reports large local spending and jobs

The Emery County Commission on April 15 approved an ordinance adopting the second-amended Community Reinvestment Area (CRA) plan for the Horn Shadow Solar Project.
Sherry Jordan of the Utah Association of Counties (Speaker 15) described the administrative steps and legal descriptions required to make the amended plan the official project-area plan. Peyton (Speaker 16), a developer representative, briefed the commission on project statistics: Horn Shadow is "a 300 megawatt solar project located right here in Castle Dale," Peyton said, and the contractor reported about 670,000 work hours to date, a peak workforce of more than 450 people and an average construction manpower of roughly 180 over a 14-month construction period. Peyton said the general contractor had spent about $105,000,000 among different Utah-based businesses.
"We anticipate the project is going to operate for about a 40 year life," Peyton said, adding the company wants to be a long-term neighbor and has worked with county staff for several years.
Commissioners thanked staff and the Utah Association of Counties for work checking legal descriptions and moved to adopt the second-amended plan as the official CRA plan. The motion passed on a voice vote.
