Commissioners trigger parcels for Castle Country Industrial Park project area to capture tax increment

The Emery County Commission voted April 15 to trigger selected parcels in the Castle Country Industrial Park project area so future tax-increment revenues can be reinvested locally.

Jenna Draper of the Utah Inland Port Authority (Speaker 10) told the commission this is the final step for parcels expected to receive certificates of occupancy by the end of the year and that triggering these parcels would begin the clock on tax-increment capture. "We designated some parcels and set up the project area, and we've been working to support the businesses ... We now have a company who is ready to get their certificate of occupancy by the end of the year," Draper said.

Commissioners asked whether the project area includes undeveloped parcels; Draper said the triggering action applies only to parcels ready for occupancy and that other parcels will be triggered later when they are ready. Commissioners also discussed timing for forming a local board to manage reinvestment decisions and noted the county could wait for initial reports showing captured revenue before deciding specific investments.

After a motion and second, the commission approved the resolution. County staff will report back on captured tax-increment amounts and proposed reinvestment options once the tax increment begins to be collected.
