Levan approves routine permits, banking resolutions and payroll/claims; visitors introduce candidacies

The Levan Town Council completed several routine actions Feb. 12, approving maintenance, permitting and financial-authority items and hearing brief introductions from two visiting candidates.
On motions recorded in the minutes, the council:
- Approved annual town hall carpet cleaning (estimated cost about $300) on a motion by Rachel Goates (unanimous).
- Approved the building permit for Keigan Smith for a new home on a recently divided lot north of town (motion by Rachel Goates; unanimous).
- Approved resolution 02-12-2026-01 and resolution 02-12-2026-02 to update PTIF and Cache Valley Bank signing authorizations, adding the mayor and council members as signers and removing the clerk once a new treasurer is trained (motion by Ray Evans; unanimous).
- Approved the minutes of the Jan. 8, 2026 regular meeting and approved claims from Jan. 1–31, 2026, the payroll comparison report (Dec. 1–31, 2025) and the final cash receipts report (Dec. 1–31, 2025) (motions recorded and passed unanimously).
No public comments were made during the designated public-comment period. Two visitors introduced themselves later in the meeting: Drake Underwood, who is running for sheriff, and Dave Fletcher, who said he is running for county commissioner and supports law-enforcement pay raises. Fletcher described a proposed new county jail to replace a non-ADA-compliant facility, saying it would house about 200 state inmates and estimated the cost at $55–60 million.
The meeting adjourned at 8:25 p.m. on a motion by Ray Evans; the vote was recorded as unanimous among members present.
