Council ratifies affordable-housing allocations, approves tax-credit grant and confirms economic incentive for Uniseal

The Evansville Common Council handled several budgetary and economic items on Feb. 9, ratifying prior Affordable Housing Trust Fund actions and approving new allocations and development incentives.
Colby Jackson (DMD) explained that some prior Affordable Housing Trust Fund actions required explicit council ratification under the ordinance, and the council adopted Resolution C-2026-03 to correct that procedural gap.
Council then approved Resolution C-2026-04 authorizing up to $250,000 in AHTF funds for Advantix Development Corporation's River City Homes tax-credit project (a 42-unit scattered-site development). Councilman Johnson recorded an abstention on that vote.
Resolution C-2026-06 authorized up to $200,000 for the JD Sheth Foundation's Mina's Place project to rehab housing for women exiting emergency shelters; one councilor abstained from that vote.
The council also adopted two conflict-of-interest disclosure resolutions (C-2026-07 and C-2026-08) to document recusals and submit exceptions to HUD when council members have relationships with subrecipients of federal funds; the resolutions formalize that the named council members must recuse themselves from HUD-related discussions and not sign related documents.
Economic development staff presented a confirmatory resolution (C-2026-09) creating an economic revitalization area and granting a waiver of noncompliance for Uniseal Incorporated; the company previewed wages and hiring plans (starting wages as low as $20/hr, production starting around $25/hr, and a company-average wage the company projects near $38/hr as hiring progresses). The council adopted the ERA confirmatory resolution.
Council also adopted a nonbinding resolution (C-2026-10) expressing support for Indiana House Bill 1250, a public-safety measure; the resolution was amended to list all council members as sponsors.
Votes and recusals were recorded in the minutes where applicable. Several councilors emphasized the need to follow AHTF procedural requirements and noted that some members must abstain from votes with financial conflicts.
Next steps: DMD and grant recipients will proceed with disbursement steps consistent with the Affordable Housing Trust Fund ordinance and council approvals; HUD exception requests will be submitted where required.
