The president asked the speaker to address the housing proposal during her remarks; the speaker linked the local land‑use definition gap to broader community impacts and asked the council to consider a pause on approvals until a definition and ordinance are in place.
Council members then proceeded to vote. The appropriation for Section 108 debt and the permanent supportive housing project carried on the council floor by the announced voice‑vote and recorded consent, and the clerk recorded the measure as adopted. The proposal funds the city’s participation in a federally related financing mechanism commonly referred to as Section 108 debt to support a permanent supportive housing project in the city’s community development program.
