Fishers Plan Commission approves thoroughfare plan updates, confirms committee appointments

The Fishers Plan Commission on March 4 approved TA‑26‑2, an amendment to the Fishers 20/40 comprehensive thoroughfare plan that staff said adds several intersection improvements and corridor updates, and the commission completed multiple committee appointments and administrative designations at its regular meeting.

Ross Hillary, community and economic development staff for the City of Fishers, presented the draft amendment and said it includes several new intersection improvements and corridor updates along Brooks School Road. He said one project originally intended as a roundabout at 100 16th Street in Allisonville will instead be built with intersection improvements and longer queuing lanes. "This was intended to be a roundabout that is no longer going to be a roundabout," Hillary said, adding the awarded contractor is expected to start no earlier than March with anticipated completion in October and that no intersection closures are anticipated.

The commission opened a public hearing on TA‑26‑2 and, when no members of the public spoke, closed the hearing and took a formal vote. The motion to approve the amendment was made by Pete and seconded by Bruce; the chair conducted a roll call and declared the motion carried.

Earlier in the meeting the commission handled routine appointments and administrative items. The commission appointed Selene Star to the plat committee and appointed the plan commission president, Howard Stevenson, to the PUD and River Place PUD Committee. In a single motion the commission approved the appointment of board secretaries (Ross Hillary and Christy Cashin), designated recording secretaries (Kay Prang and Kelly Lourk), named board legal counsel as Creek de Flotte law firm, and designated the Noblesville Times, Hamilton County Reporter and The Current as legal publications.

The commission also approved its minutes from the Feb. 4, 2026 meeting; one member, Angie, recorded an abstention on that vote. During staff communications Hillary said the next planning commission meeting is scheduled for April 1 at 6 p.m. in the same room, and he updated the commission that a memory care facility at 10990 Brooksville Road (referred to in staff remarks as Story Cottage) had been approved by the City Council, which staff reported in council records as a "6 1 1" vote.

City staff said the TA‑26‑2 amendment was presented to the City Council on first reading and is anticipated to return for final reading March 16. Members and staff directed questions about construction details to the city engineering director. The meeting adjourned following the items.

Next steps: TA‑26‑2 is expected before Fishers City Council for final reading on March 16; the Plan Commission will next meet April 1 at 6 p.m.
