Council committee approves Avalon Place concrete repairs and Northeast resurfacing contracts

The Fort Wayne Common Council committee on March 17 approved two street-repair contracts, a city official said, moving both measures forward without opposition.

Matt Gray of Transportation Engineering told the committee the Avalon Place project will replace about 5,300 centerline feet of concrete pavement, repair roughly 4,600 feet of sidewalks, construct or replace more than 20 ADA ramps and add subsurface drainage. The contract for that work, listed as SDash260302, is with Hipsky/Hipskin Concrete (the transcript contains inconsistent spellings) for $2,045,530; the project will be funded by Local Income Tax (LIT) dollars and is scheduled for final completion by May 30, 2027. "With this project, we will be replacing approximately 5,300 centerline feet of concrete street pavement," Gray said.

The committee also approved S-260311, a milling and resurfacing package in the city’s Northeast quadrant with API Construction Corp. Patrick from Transportation Engineering said the $776,745 contract (work order 0986A) covers asphalt milling and resurfacing, pavement patching, adjusting castings, new pavement markings and traffic-signal detection improvements. The resurfacing contract’s final completion date is July 31, 2026, Gray said.

Both measures were called for passage and approved by unanimous committee voice vote. The clerk recorded the do-pass motions as nine members in favor and none opposed.

Funding and schedule details: Avalon Place (SDash260302) — $2,045,530, funded by LIT, completion 05/30/2027. Northeast resurfacing (S-260311) — $776,745, funded by LIT, completion 07/31/2026.

The measures now proceed through the council’s regular ordinance process; no further committee conditions were recorded.
