Fort Wayne council introduces multiple contracts, grants and economic-revitalization resolutions; several items passed
Summary
On Feb. 24 the council introduced an Airport Expressway grade-separation grant ($23M FRA with $5.8M city match), multiple construction and change-order items and three declaratory resolutions designating economic revitalization areas; final votes produced several due-pass recommendations and multiple items passed (many recorded 8–0; three economic declaratory resolutions recorded 7–1).
Committee chairs presented a run of introduction and passage items during the Feb. 24 session. Key actions included:
- Finance committee: introduction and committee-level due-pass recommendations for three declaratory resolutions designating Economic Revitalization Areas (R2602-17 for 1661 S. Phoenix Parkway; R2602-19 for 407 & 431 W. Berry St; R2602-21 for 3610 Independence Dr.). Each was introduced and recommended for due-pass; the committee vote was recorded as 7 in favor, 1 against for each of the three declaratory resolutions. Public hearings for confirming resolutions were scheduled for March 10, 2026 at 5:30 p.m. for the affected properties.
- Public Works committee introductions: S-260215, an Airport Expressway grade separation grant agreement with the Federal Railroad Administration ($23,000,000 FRA funding with a $5,800,000 City of Fort Wayne match); S-260216, a signal improvements construction contract for Reed Road/Advance Avenue ($250,137); and a change order for carbon dioxide system tanks 4 and 5 (change order $84,055.29; revised contract total $233,055.29).
- City Utilities and Public Works: Council approved three professional services agreements for facilities electrical master planning with not-to-exceed amounts of $235,610; $457,236; and $255,122 respectively (committee passage recorded 8–0).
- Finance final passage: A slate of items including contract awards for neighborhood code weed program (estimated $200,000), extension of a building security contract (estimated annual $413,292), and an increased snow removal contract (not to exceed $180,000) were placed for final passage; the transcript shows the three declaratory revitalization resolutions passed committee with 7–1 tallies and the remaining bills passed with 8–0 tallies.
