Council approves Lynn University seal use; praises city manager in five‑month review

The Boca Raton City Council on June 11 approved a request from Lynn University to use the city seal on the Lynn ice hockey team's jerseys and heard a five‑month performance review from City Manager Brown, who outlined priorities including delegation and staff empowerment.

Brown told the council the request falls under section 2‑1, sub 3 of the city code and recommended approval; the council approved the use of the seal by voice vote. Brown noted the proposed design would include the spelling “Boca Raton” and the 561 area code.

On his five‑month review, Brown said he started formally on Jan. 1 and emphasized responsiveness, communication and building a culture of staff empowerment. “My favorite way of referring to Boca Raton is as beautiful Boca Raton, just those 3 words,” he said, adding he wants to improve delegation and process improvements.

Council members publicly praised Brown’s performance. Council member Reeder said he was “very pleased with the culture of empowerment,” and Council member Nacklis commended Brown’s responsiveness and outreach. Members said improved communications and staff involvement in strategic planning are visible changes since Brown took office.

Council also discussed planning for an orderly transition at the city attorney’s office as the city prepares for the incumbent’s deferred retirement date; the city attorney (referred to in the record with inconsistent spellings but introduced in public comment as Diane Grubb Frieser) said she will work with the council on a smooth transition.

There were no votes on ordinances or budgets associated with these items. The meeting adjourned at 7:01 p.m.
