Kristen Hutton, representing the applicant, told the board the existing generator in the parking garage violates multiple NFPA provisions (separation from normal service equipment, exhaust location and fuel‑tank spill containment) and cannot remain. Hutton described the proposed screening (podocarpus plantings) and said the planting strategy will use root barriers where appropriate to avoid underground conflicts.
Hutton said the site needs an exterior generator location at or above base flood elevation, which necessitates relocating the equipment into an exterior parking space and screening it; staff supported the request on health, safety and welfare grounds. A brief public comment supported prompt approval so the building would have a functioning generator before hurricane season.
The board moved to approve the variance and technical deviation; the roll call vote passed 4–0. Conditions in the resolution require the planting and screening plan and the parking reduction for the generator footprint.
