Town Manager Doris Walton told the Hertford council on Feb. 23 that $2 million in funds awarded through the Harbor Towns program and designated for Hertford remain available but must be encumbered by June 30, 2026.
Walton said she confirmed availability with Rick Blackweilder of U.S. Rep. Ed Goodwin’s office and that the engineering firm working on the municipal docks project reports the design and scope are roughly 80% complete. She said the town expects the project to go out to bid in March and that staff will present detailed drawings and a projected spending schedule at the March 23 work session.
The manager said the project faces a seasonal work constraint: a moratorium on in‑river work June 30–Sept. 30 for fish spawning. That means project encumbrance must occur before the moratorium window to preserve the funding and permit construction to proceed after the spawning season.
Walton did not provide a construction contract or total project cost at the Feb. 23 session. Council members did not vote on any contract or appropriation related to the docks at this meeting; Walton said the March presentation will include drawings, expenditures to date, and projected uses of the funds.
The council will consider the formal bid and any required local approvals in subsequent meetings after the March presentation.
