Duplin board honors state-champion Wallace Rose Hill, awards teacher grants and approves personnel recommendation after executive session

At its Jan. 6 business meeting, the Duplin County Board of Education honored student and staff achievements, heard community grant updates and completed an executive-session personnel appointment.
Ross introduced the Wallace Rose Hill boys’ soccer team as the 3A state champions and invited head coach Aaron Murray and senior players forward for plaques. Coach Aaron Murray accepted the recognition and described the season as a collective effort, saying it was "a blessing to be here with this group of guys" and crediting player commitment and coaching staff for the turnaround.
Commissioner Justin Edwards, representing the North Carolina Farm Bureau, announced that two Duplin County teachers received Farm Bureau grants of up to $500 each; he named Victoria Newkirk (media coordinator at Kinsfield Elementary) and introduced Rena Patrick from the Center of Opportunity to describe her greenhouse project. Rena Patrick said the grant funded a heater and supplies to support student-led planting and that community experts and extension agents had helped the project, which the school plans to expand with small solar-powered equipment.
The board also presented Quetta Smith, a long-serving district purchasing/accounts-payable specialist, as employee of the quarter; Smith, who has worked in the district since 1994, accepted the recognition and thanked Duplin County Schools.
During the meeting the board voted to enter an executive session to discuss personnel, confidential student information and attorney-client privilege. After returning, a board member moved to appoint the superintendent’s personnel recommendation; the motion was seconded and carried by voice vote. The transcript records the motion and that it "carried," but it does not include a roll-call vote or the name of the person appointed in open session.
The meeting concluded after a brief information item and a motion to adjourn, which carried by voice vote.
