Kossuth County supervisors approve deputies MOU, drainage petitions and crossing safety upgrades

At its March 3, 2026 meeting the Kossuth County Board of Supervisors approved a memorandum of understanding with the deputies association, set EMS rates for an upcoming ABATE Rally and authorized an IDOT agreement for safety upgrades at a Union Pacific crossing. Carter Nath, chairman of the Kossuth County Board of Supervisors, presided over the March 3, 2026 regular session in which the board approved several administrative and infrastructure actions.
The board approved the meeting agenda and the minutes of Feb. 24, 2026 after a motion by Supervisor Howard Haas, seconded by Supervisor Kyle Stecker. The supervisors then approved county claims and drainage claims; the minutes record a county claims total of $103,131.19 and a drainage grand total of $209,382.16. Supervisor Amber Garman abstained from the claims vote; the other four supervisors voted yes.
The board set emergency medical services rates for the ABATE Rally at $50 per hour for on-site coverage and $25 per hour for stand-by, and directed Phil Albers to work with County Attorney Todd Holmes to draft a contract to formalize the arrangement. The motion, made by Supervisor Kyle Stecker and seconded by Supervisor Josh Waechter, carried unanimously.
Supervisor Amber Garman moved, and Supervisor Josh Waechter seconded, to approve a Memorandum of Understanding between Kossuth County and the Kossuth County Deputies Association; the motion carried unanimously. The minutes record the board’s approval but do not provide the MOU’s financial terms.
On infrastructure, the board approved and authorized the chair to sign an Iowa Department of Transportation agreement for installation of LED flashing lights, gate arms and prediction circuitry at the Union Pacific Railroad crossing (FRA# 197056P) on 150th Street at the N¼ corner Sec. 9-94-28 near Galbraith. The motion, made by Supervisor Kyle Stecker and seconded by Supervisor Amber Garman, carried unanimously.
The supervisors addressed drainage business: after an initial motion on saturated buffers in Drainage District (DD) 80 was withdrawn, the board accepted a drainage petition for DD 80 Lateral 71 and directed Bolton & Menk to incorporate the petition into the current project. The board later approved saturated buffers on private tile outlets in DD 80 pending completion of the required form. Tyler Conley of Bolton & Menk opened bids for the DD 4 Lateral 11 improvement and the board scheduled bid consideration for March 17, 2026 at 10:00 a.m.
Other administrative actions included approval of agricultural land disallows and setting the proposed tax hearing for fiscal year 2026–27 for March 24, 2026 at 1:00 p.m. The board adjourned at 10:29 a.m.; the minutes were attested by Tammy Eden, Kossuth County Auditor, and signed by Chairman Carter Nath.
