The Aberdeen Town Board recorded the following formal actions during its Jan. 27, 2025 meeting. All listed motions passed by a 5-0 vote unless otherwise noted.
Consent agenda (SEG 002): Approved minutes (Dec. 9, 2024; Jan. 13, 2025) and resolutions including: • Resolution #25-02: Accept financial guarantee for infrastructure improvements for Martin Farms Phase 1A (financial guarantee amount $223,062.50 based on engineer estimate). Motion: Commissioner Wilma Laney; second: Mayor Pro-tem Bryan Bowles. Outcome: approved 5-0. • Resolution #25-03: Amend Personnel Policy to prohibit viewing pornography on Town networks and devices pursuant to N.C. Gen. Stat. 143-805; motion carried 5-0.
UDO amendments and zoning text actions: • TA-24-06 (SEG 006–011): Amend subdivision standards (remove depth-to-width lot limit, allow detached single-family dwellings where zoning permits even if fronting thoroughfares, revise flag-lot rules). Board adopted a modification to permit one flag lot per 30 lots. Motions: Commissioner Tim Helms (consistency motion), seconded by Commissioner Teressa Beavers; final approval motion by Mayor Pro-tem Bryan Bowles, seconded by Commissioner Beavers. Outcome: approved 5-0. • TA-24-07 (SEG 011–016): Amend violation notice and civil-penalty procedures to allow assessment of civil penalties with the initial notice and adopt a penalty matrix (single-event penalties from $100 to $3,000; higher amounts allowed for immediate threats). Motion: Mayor Pro-tem Bryan Bowles; seconded by Commissioner Tim Helms. Outcome: approved 5-0.
Other business (SEG 016): The Board authorized Town Manager Paul Sabiston to send a letter to the North Carolina Department of Transportation requesting replanting of trees in areas where NCDOT has clear-cut; motion by Mayor Pro-tem Bryan Bowles, seconded by Commissioner Teressa Beavers. Outcome: approved 5-0.
Adjournment (SEG 016): Motion to adjourn by Commissioner Wilma Laney, seconded by Commissioner Elease Goodwin. Outcome: approved 5-0.
