Aberdeen board approves routine items, schedules hearings and directs clerk to probe two annexation petitions

The Town of Aberdeen Board of Commissioners approved a slate of routine and project-specific actions at its Aug. 11 work session.
The board voted by voice to approve the consent agenda at the start of the meeting. Mayor (S1) then led the board through a series of agenda items that resulted in multiple approvals, including a temporary road closure ordinance for Oct. 25 to host a private strongman fundraising competition on Sycamore Street and authorization for staff to investigate the sufficiency of two annexation petitions (Resolutions 25-15 and 25-16).
Staff presented and the board approved the selection of Misty D. Watson, CPA, PA as the town's audit firm for fiscal year 2024—25; Staff member (S9) noted Watson's proposed fee of $32,000 was lower than other proposals. The board approved both the firm selection and the FY24—25 engagement letter.
On land-use matters, the board scheduled a public hearing for zoning map amendment ZA 24-01 (a conditional neighborhood-commercial request for roughly 24 acres and approximately 76 attached single-family units) for Aug. 25 at 6 p.m. Planning staff (S10) said the Planning Board had unanimously recommended the petition.
The board also approved two resolutions directing the clerk to investigate annexation petitions: Resolution 25-15 (Rosenbaum Land LLC; ~36.36 acres at 425 Glasgow Street, parcel ID 00992165) and Resolution 25-16 (Coontz Jones on behalf of McKee Homes; ~35.5 acres south of Legacy Lakes, parcel ID 00049872). Staff told the board these are the first procedural steps and that zoning requests for the properties are expected later.
In parks work, commissioners approved paving for four new pickleball courts at Everting Lake. Staff member (S4) provided a contractor paving estimate of $46,765 and a total project range of roughly $72,000—$80,000 when fencing, nets and striping are included; the board asked staff to return with a budget amendment reflecting final costs.
Finally, the board authorized staff to submit an application for Moore County CVB one-time project funds (OTPF), with a staff recommendation to request a $250,000 match for auditorium improvements that staff said would leverage longer-term capital funds.
