Aberdeen board approves conditional rezoning for former primary school site with safety and landscaping conditions

The Aberdeen Board of Commissioners voted Aug. 25 to approve a conditional zoning map amendment (ZA-2401) for the 7.24-acre former Aberdeen Primary School site at 310 Kaiser Street.
Planner Miss Graham told the board the applicant seeks a rezoning from R-10 to Neighborhood Commercial Conditional to allow a conceptual mixed-use development with about 76 attached single-family units and retention of the gym and multipurpose building for public recreation. She said the planning board met in June and "did make a unanimous recommendation for approval of the request." The proposal departs from the future land-use map but staff said several comp-plan goals and objectives support the request.
Engineer Kevin Lindsey, representing the applicant, said the conceptual plan responds to topography and public-safety concerns. "We can make an approved fire department turnaround at the end of the street," he said, or alternatively pursue a DOT connection or internal driveway design. Applicant Ron Jackson said the team intends to replace the existing chain-link fence and add plantings to improve the site's appearance.
Commissioners discussed traffic, emergency access and buffering for adjacent homes. As part of the approval the board added conditions that require either Debden Street be extended to NC-211 if DOT permits that connection, or that the developer provide an approved fire-department turnaround at the end of Debden; the board also required replacement fencing with street-yard plantings and designated Debden as no on-street parking. Miss Graham said required landscaping and other details will be resolved at technical-review (TRC) stage and that the allowed density under the conditional district would not exceed the 12 dwelling-units-per-acre maximum.
Commissioner [mover] made the motion to find the rezoning consistent with the town's adopted plans, and to find it reasonable and in the public interest; a second followed and the motions carried. The board then voted to approve ZA-2401 with the record conditions as modified.
The approval is conceptual; the planner said final engineering, grading and landscaping details will return to staff and the technical-review committee for review before building permits are issued.
