Roosevelt County adopts amended 2027–2031 ICIP; moves road equipment up in priority

Roosevelt County commissioners held a public hearing on the county’s draft Infrastructure Capital Improvement Plan (ICIP) for 2027–2031 and voted to adopt the plan as amended.
County staff presented the ICIP as a planning and prioritization tool (not a funding guarantee) that lists multi‑year projects. Staff noted project ranks including road improvement projects, the Fairgrounds master improvement plan, courthouse renovations, a digital radio communications upgrade, detention center electrical/plumbing and security upgrades, emergency warning system updates, fleet equipment and several facility projects.
During the hearing a commissioner moved to advance two road department equipment purchases — a smooth drum soil compactor and a pad‑foot drum — so they sit immediately behind the top ranked road improvement projects. Commissioners agreed; with those changes the top five priorities became road improvement projects, the smooth drum compactor, the pad‑foot drum, fairgrounds work and courthouse renovations.
Staff also said some previously identified grant funds (ARPA and a recreational grant) for the fairgrounds have been exhausted; the ICIP continues to list not‑yet‑funded fairgrounds projects such as poultry and livestock barn renovations, insulation and ADA work.
The commission adopted the amended ICIP by vote and directed staff to submit the list as amended for further funding consideration.
Action: ICIP list for 2027–2031 adopted as amended; staff to pursue funding where applicable.
