Council approves Brian Head Unit 3 special assessment ordinance to fund water and fire-protection work

Town Manager Bret Howser summarized the Board of Equalization’s report on the Brian Head Unit 3 Special Assessment Area and noted the Board received one protest but recommended no changes. Howser said the town’s policy allocates costs evenly by lot and the Board lacks authority to change that policy.
Howser explained assessment mechanics: property owners may prepay the assessment within 25 days of adoption with no interest charged; owners who do not prepay pay over 10 years with interest through debt-service payments on bonds the town will issue. He also confirmed staff will develop inspection checklists and hold weekly project-management meetings during construction.
Council Member Duane Nyen moved to adopt Ordinance No. 26-002 levying assessments for Brian Head Unit 3; Council Member Logan Cruz seconded. The motion carried 4-0-0 (Council Members Freeberg, Nyen, Cruz and Mayor Calloway voted yes; Council Member Mitch Ricks absent).
Financial impact: total special assessment area amount is approximately $900,000, representing assessments just under $41,000 per lot. The assessment will fund water line installations and other infrastructure to improve fire protection and service reliability for properties in the Unit 3 assessment area.
