Aberdeen schedules June 23 public hearing on zoning text amendments, plans Highway 5 overlay

The Aberdeen Town Board voted during its June 9 work session to schedule a public hearing for June 23, 2025, at 6 p.m. on proposed zoning text amendments numbered 25-02.
Planning staff told the board the amendments span multiple chapters of the unified development ordinance and include a proposal to "bring back the Highway corridor overlay district," initially focused on Highway 5, to add enhanced aesthetic standards, greater setbacks and screening requirements while not changing allowable uses. Planning staff said any rezoning of properties in the overlay would still require separate public hearings.
Board members asked how the new overlay would differ from prior versions and compared Aberdeen’s draft to Southern Pines’ more stringent standards. Planning staff said the town would begin incrementally with Highway 5 and could consider expanding the overlay to other corridors later. One member noted past projects required buffers that were later removed by the Department of Transportation; the mayor said, "DOT cut it all down," to illustrate the maintenance challenges near state rights-of-way.
Council member [speaker 6] moved to schedule the hearing for June 23 at 6 p.m.; a second was made and the motion carried on a voice vote.
The scheduled hearing will be the next formal public opportunity for residents and property owners to review the proposed text amendments and the draft overlay standards before any rezoning of specific parcels is pursued.
