The Duchesne County Commission conducted routine business during its combined working and regular session on July 28, 2025, approving payroll, vouchers, minutes and volunteers and receiving departmental updates.
Human Resource Payroll & Benefits Administrator Jamie Park presented payroll for the period ending July 19, 2025, covering 223 employees. Commissioner Tracy Killian moved to approve the payroll as presented; Commissioner Jeff Chugg seconded and the motion passed unanimously.
Deputy Clerk-Auditor Hadley Cardwell presented vouchers (check numbers 169808 through 169896) dated July 28, 2025, totaling $1,760,762.74. The commission voted to approve the vouchers unanimously.
The commission reviewed and approved the minutes from the July 21, 2025 meeting and approved nine volunteers who had passed background checks after a motion by Commissioner Killian and a second by Commissioner Chugg.
In departmental updates, Public Works Director Mike Casper reported recent fogging operations, upcoming chip seal/chipping on River Road, and traffic-count data for Red Creek Road (CR 1) showing an average of 403 vehicles per day with 203 entering Bandana Ranch; the department discussed placing rotomill for roughly a mile. Emergency Management Director Josh Phillips reported returning from a Cache County assignment supporting a Logan Canyon fire, said equipment and personnel are returning this week, noted the persistence of red-flag weather days through the fire season, and described a recent side-by-side rollover response in the Tabiona area.
The commission recognized Missy Harding of Neola as the 2025 National High School Rodeo Association world champion in light rifle; family members Jalene and Doug Harding spoke in support. Travel & Tourism Director Ryan Lundstrom announced Duchesne City will convert the county's current Welcome Center space into a Pope House museum; Kathy Roscoe, who has staffed the Welcome Center since 2011, was publicly thanked and given a landscape picture in recognition of her service.
Commissioners entered two closed sessions by unanimous motions: one to discuss "the character, professional competence, or physical or mental health of an individual" and a second to discuss pending or reasonably imminent litigation. The minutes record that no action was taken following either closed session. The meeting adjourned at 12:52 p.m.
