Cloud County commissioners approve environmental review signature, highway reclassification and utility crossing; review budget

The Cloud County Board of Commissioners met July 1 in Concordia and on unanimous votes authorized several routine administrative actions while reviewing the county budget and receiving staff updates.
Chairman Gary Caspers and Commissioners Michael Cleveland and Ron Copple approved a motion authorizing the chairman to sign the Environmental Review for Citizens State Bank & Trust (Glasco) and DeRusseau Inc. (Clyde) after Carol Torkelson of North Central Regional Planning discussed the report. Commissioners Copple and Cleveland made and seconded the motion, and the vote was recorded as unanimous.
The board approved a personnel reclassification in the Highway Department, moving Devin Pearson from Equipment Operator to Road Supervisor with a wage increase to $21.06 per hour effective July 1, 2024, for a six-month probationary period. That motion was made by Commissioner Michael Cleveland and seconded by Commissioner Ron Copple and carried unanimously.
Also under routine business the board authorized a crossing permit and repair by OneOK North System LLC to cross 210th Road to repair an existing gas line; that motion was made by Commissioner Copple and seconded by Commissioner Cleveland and approved unanimously.
County staff reported on other operational items: Sheriff Ken Davis and Jail Administrator Matt Nevins said the county received $22,400 in competency funding, that the jail is evaluating a new food-service contract, and that KDOC will exchange five inmates at the facility. Highway / Weed Administrator Rod Michaud said he will attend a Tank Certification class on Sept. 26 and that two highway employees are enrolling in drone training. John Markel of Kirkham Michael said he will prepare an agreement related to a KDOT spring cost-share award for Noble Road.
The board reviewed Budget Status and Fund Status reports as of June 30, 2024 and recorded an ending cash balance of $15,550,182.18. The board approved expenses totaling $190,832.08 across multiple funds, with the county clerk noting the detailed expense listing is available at the County Clerk’s office and on the Clerk’s public records webpage.
Other actions taken included approval of Transfer 2024-0701-1 to fix the fund on check #219990 (debiting Juvenile Reinvestment Grant – Contractual and crediting Juvenile Justice – Contractual for $170.00), recognizing the resignation of Katherine Kearn effective July 9, 2024, and approving the June 24, 2024 minutes. Emergency Preparedness Director James Quillen presented a quote for repairs to a repeater tower at the Transfer Station and urged budgeting for upkeep, but no decision on repairs was made at this meeting.
The board recessed for lunch and later adjourned at 4:40 p.m., scheduling the next regular meeting for July 8, 2024.
