Cloud County commissioners on Dec. 1 approved a personnel classification change following a brief executive session and acknowledged several staff departures.
On a motion by Commissioner Ron Copple, seconded by Commissioner Dannie Kearn, the board recessed to a five-minute executive session to discuss a personnel matter involving County Appraiser Kim Winsett and County Clerk Shella Thoman, then returned to open session and approved reclassifying Troy Ryser from Appraiser I (D1) to Appraiser II (I1).
The board acknowledged the termination of Logan Esparaza effective Dec. 1, 2025, and accepted resignations from Danny Lohodny (effective Nov. 26, 2025) and Michael Vanhouse (the record states Nov. 25, 2026; that date appears to be a typographical error in the record and has been corrected in this notice to Nov. 25, 2025). Rod Michaud, Highway/Weed Administrator, reported ongoing snow-moving operations and presented classification recommendations. Kendra Annon, Home Health Director, continued a discussion of private-pay fee schedules and reviewed outstanding client charges; no fee changes were approved at the meeting.
The board did not take further personnel votes at the meeting.
