Cloud County board advances Neighborhood Revitalization plan revisions, cites $1.74 million in past refunds

The Cloud County Board of Commissioners on Dec. 1 opened and closed a Neighborhood Revitalization hearing and directed staff to update the county's 2026 program and present the revisions to city and school councils. Tim Beims, executive director of CloudCorp, told the board he will prepare the updated plan and take it to local councils for review.
Beims outlined several proposed changes for 2026, including setting value limits for agricultural buildings and establishing residential new-build caps, and removing the rule that had barred dual program participation. County Treasurer figures presented at the hearing show $1,742,472.30 was returned to taxpayers participating in the program from 2011 through 2024, with distributions broken down by county, school districts and cities as provided to the board.
County Appraiser Kim Winsett presented a list of the 42 participants for 2025. Winsett reported completed projects recorded a combined value increase of $894,544, and projects not yet completed had projected value increases totaling $13,142,189. Board members did not take a final vote on the plan; the staff-directed revision will be returned to city and school councils for their consideration before any further action by the board.
