Aberdeen approves railroad property-use amendment and amended sewer contract for Aberdeen Training Facility

As part of its consent agenda the Town of Aberdeen approved an exchange agreement amendment with the Aberdeen, Carolina & Western Railway allowing use of a downtown parcel for public parking, greenspace and up to six community events per year, and approved an amended multi‑year sewer contract providing utility service to the Aberdeen Training Facility.
The Aberdeen Town Board on May 27 approved consent-agenda items that included an amended property-use agreement with the Aberdeen, Carolina & Western Railway (ACWR) and an amended sewer contract covering utility service to the Aberdeen Training Facility (ATF).
The exchange agreement with ACWR authorizes the Town to use the parcel at 120 S. Sycamore Street (Moore County PID 00056612) for public parking and greenspace and allows the Town to host up to six community events per year on the property, subject to coordination and approval by ACWR. The agreement requires the Town to mow and maintain the parcel, include ACWR on certain insurance coverages as an additional insured, and to hold ACWR harmless for incidents on the property. The initial term is two years, with annual renewals thereafter unless terminated with 90 days' written notice.
The amended sewer agreement with the Aberdeen Training Facility is a negotiated utilities contract (contract W9124725CA007 as modified by SF30 U00001) that provides sewer commodity services to the ATF for a five-year period running from April 1, 2025, through March 31, 2030. The modification updated CLIN pricing and quantities across five yearly line items and reports an adjusted total contract amount of $234,260.00. The contract identifies billing and payment procedures (billing to Fort Bragg DPW; payment by DFAS Indianapolis), sets inspection and acceptance points, and details insurance and measurement provisions.
Both items were on the consent agenda and were approved without separate discussion; Mayor Pro-tem Bryan Bowles moved approval and Commissioner Teressa Beavers seconded. The motion passed 5–0. Town staff will complete routine execution, insurance confirmation and filing steps required to implement the agreements.
What to watch: the ACWR agreement requires the Town to add ACWR as additional insured and to follow the contract's insurance and event-approval procedures; the ATF sewer contract includes multiple annual CLINs and contract clauses that will be relevant to billing and rate adjustments over the five-year period.
