Aberdeen board approves consent agenda, releases Winds Way surety and accepts Shaw Landing guarantee

The Aberdeen Town Board on Oct. 13 unanimously approved its consent agenda, which included release of a performance bond for Winds Way Phase 2, acceptance of a financial guarantee for Shaw Landing Phase 2 and a budget amendment to begin replacement of the town’s SCADA system at Tank #5 and Wells #8, 11, 20 and 21.
Mayor Pro-tem Bryan Bowles moved to approve the consent agenda; Commissioner Elease Goodwin seconded and the motion carried 4-0. The action covered three packet items that staff said had been reviewed and certified as complete or properly guaranteed.
Planner Lindy Lamielle and Public Works staff provided the packet material showing sidewalks and street trees for Winds Way Phase 2 were installed and certified. Resolution #25-21 authorizes release of the $300,157 performance bond Dabbs Brothers, LLC posted for sidewalks and street trees. Supporting documents in the packet include the subdivision bond (Great American Insurance Company, Bond No. E704185) and a certification letter from Double D Engineering signed by David T. Upchurch, P.E., confirming installation.
The packet also included an engineer’s estimate of probable construction cost for outstanding Shaw Landing Phase 2 improvements totaling $407,340.79. Under the Unified Development Ordinance requirement to guarantee incomplete infrastructure at 125% of the remaining cost, staff recommended accepting a financial guarantee of $509,175.99. The board approved Resolution #25-22 accepting that guarantee.
Separately, the board adopted a Water & Sewer Fund budget amendment that increases System Development Fees revenue and a related capital outlay appropriation by $152,950 to fund initial stages of the SCADA replacement project at the specified tank and wells. Town Manager Paul Sabiston said the SCADA work is intended to improve monitoring and control of water production and distribution.
No member of the public spoke on these consent items during the work session. The items will appear on the Oct. 27 meeting agenda where formal public hearing steps on related annexation and zoning items are scheduled.
