Planning commission forwards boundary adjustment with Highland City to council

The Draper City Planning Commission voted to forward a positive recommendation to the Draper City Council on a city-initiated land-use and zoning map amendment to remove roughly 0.25 acres from Draper City maps as part of a municipal boundary adjustment with Highland City.
Planner Todd Draper explained the change involves a narrow sliver of land along Draper's southeastern edge that Highland City recently acquired from an adjacent owner. Todd said the parcel may be intended to provide trail connectivity in coordination with a nearby Alpine Hollow development but noted that the ultimate use and design are up to Highland City.
A public commenter, Mary Ann Norling, who said she lives in a nearby cottage development overlooking the area, asked why Highland bought the parcel, requested clarification on a Suncrest development agreement reference in the staff report and asked what the hillside sensitive overlay means in practice. Staff responded that the property is now in Highland City and that the overlay imposes additional geotechnical and hazard-related requirements where applicable. Staff also told the audience the item will go to city council on March 3 for final action.
Commissioners voted unanimously to forward the recommendation and recorded a positive recommendation to council for applications 2020-0617-MA and 2020-0618-MA.
