Planning commission approves bridal bar site plan, grants cross-access deviation over steep grade

Draper City Planning Commissioners voted to approve a site plan and a cross-access deviation this week for a proposed bar from LM Restaurant Group LC at about 12240 and 12258 South 700 East.
Planner Nick Whitaker told the commission that the proposed building and its layout meet most Draper City code standards: the applicant provided the 38 parking stalls required for the proposed size and exceeded required landscape coverage. But Whitaker flagged several conditions that must be corrected before a building permit is issued, including consolidating the properties via a recorded amended subdivision plat, submitting revised photometric plans to meet the city's maximum illumination ratio, and specifying black light poles per city code.
Whitaker also said the north property line falls short of the required 20-foot landscape buffer and that staff is recommending an 8-foot masonry wall along that boundary.
On the cross-access deviation — which would allow vehicles to flow between the subject property and the parcel to the south — Whitaker said the applicant did not supply a slope percentage in its submittal. "I checked it independently on my own, and just on my own review, I found that it does exceed 12%," Whitaker said, describing a retaining wall and steep step between lots that make reciprocal access impractical.
Commissioners said they would make those compliance items conditions of approval. In a single recorded action the commission approved the cross-access deviation (application 2025-0271-VAR) and then approved the related site plan (application 2024-0356-SP) with staff-recommended conditions, including:
- construction of an 8-foot masonry fence or wall along the north property line; - submission of revised lighting and photometric analysis meeting the 2.5:1 illumination ratio and specification of black light poles; - satisfaction of all engineering, public works, building, planning and fire requirements; and - recording of the previously approved amended subdivision plat prior to issuance of land-disturbance or building permits.
The commission recorded the motions and votes in the meeting minutes and forwarded no further changes to the conditions. The approvals are subject to the listed conditions and any subsequent staff review required before permits are issued.
