The Bedford Town Council voted 6‑0 on Feb. 25 to approve a payment‑in‑lieu‑of‑taxes (PILOT) agreement proposed by Dartmouth‑Hitchcock Clinic for its facility at 25 South River Road.
Town Manager Rick Sawyer told the council Dartmouth‑Hitchcock is a nonprofit corporation whose buildings, land and personal property can be tax‑exempt if a pilot agreement is in place. Dartmouth proposed payments equal to 50% of the total tax rate for an initial five‑year period, with an option to extend for another five years. "This pilot would be the second pilot for Dartmouth in Bedford and our third overall," Sawyer said, and staff recommended accepting the pilot because it matched existing PILOT language aside from addresses and dates.
Councilor Sowell moved to approve the PILOT agreement and authorize the town manager to execute it; the motion was seconded and the council voted unanimously. Chair Lori Radke offered no further comment.
Why it matters: the agreement sets a negotiated payment in place of standard property taxation for a nonprofit healthcare facility and clarifies the town’s revenue expectations for that property for the term of the PILOT.
