Aberdeen reviews draft FY2025–26 budget, discusses library staffing and schedules May 27 public hearing

Town staff presented the draft FY2025–26 budget and told the board the packet includes manager recommendations; the numbers are largely unchanged from the draft but may be adjusted before the formal budget hearing.

The board discussed a proposed new library staffing arrangement after staff said the county had offered to fund half the cost of a new librarian position. “If it doesn't happen and we have to fund half of it, then, $35,000 for our half,” the Presenter said, describing the town’s potential recurring share if the county funds the remainder. Staff said the county would likely be the employing entity if it funds the position, which raises follow-up questions about benefits and employer responsibilities.

Members discussed staffing options for the new Aberdeen facility — one full-time librarian or two part-time employees — and noted volunteers and the Friends of the Library would help with operations. Staff cautioned that the building’s opening date could slip from early fall to later in the year and that the town might face partial-year costs for staffing depending on the opening and furnishing schedule.

A board member moved to schedule a public hearing on the FY2025 budget and budget message for Tuesday, May 27, 2025, at 6 p.m. The board approved the motion by voice vote. “I'll make a motion that we consider scheduling our public hearing on May 27 at 6PM,” the member said; the Mayor confirmed the vote with an affirmative response.

Board members asked staff to continue confirming the county’s funding intent and the employer/benefits arrangement before finalizing the town’s budget; any adjustments would be reflected in the budget ordinance and message prior to the hearing.

The board will receive an updated packet the week before the budget hearing.
