Oro Valley advisory group defers Innovation Park rezoning request, approves housekeeping map updates

The Oro Valley Land Use and Development Advisory Group on May 1 deferred a private request to allow parcels in Innovation Park to rezone directly to Tech Park and agreed to several housekeeping corrections on the town's draft land use map.
Sims, the meeting facilitator who identified themself as a principal planner with the town, told members staff had contacted the private owner about the Innovation Park request but received no reply and recommended not pursuing the change now because Tech Park zoning allows assembly, manufacturing and wholesaling—uses staff said are incompatible with the neighborhood-serving commercial designation there. "We do not recommend that this group move forward on that request at this time," Sims said.
The recommendation drew clarifying questions from Phil, who asked whether the staff position would permanently bar manufacturing or other Tech Park uses; Sims replied that owners can still request rezoning later but would have to follow the existing general plan amendment process rather than bypass it.
On housekeeping, staff reviewed items 1–8, described as map adjustments to match current zoning and built conditions, and said those changes were discussed in previous meetings. Members indicated support for those updates and moved on to other agenda items.
Why it matters: The advisory group's decision preserves the higher review bar for zoning changes that materially increase land-use intensity and ensures that potential industrial or assembly uses in Innovation Park must undergo a general plan amendment and public process. Town staff said owners may still pursue rezoning through the established process.
The group will continue work on the draft amendment criteria, goals, policies and actions at a reconvened online meeting scheduled for May 8.
