Mahaska County supervisors approve budget shifts, wage increases and $40,000 for animal shelter

The Mahaska County Board of Supervisors on Feb. 25, 2026 approved a package of budget changes that included moving Secondary Roads funding into the county general fund, authorizing $40,000 in additional support for the county animal shelter, and setting library funding at $122,055 with the state-required minimum paid from rural funds and the remainder from the general fund. The board also approved wage increases for elected officials.
Chair Mark Groenendyk called the meeting to order at 9 a.m. and the board quickly approved the meeting agenda. During the budget discussion the supervisors agreed to cover Secondary Roads from the general fund and to pay Conservation wage increases from the general fund while leaving other Conservation expenditures in the Conservation 68000 fund. The board recorded a motion to approve the discussed budget changes, moved by Vice Chair Steve Wanders and seconded by Member Chuck Webb; the motion carried with all ayes.
The board approved specific pay increases for elected officials. The Board of Supervisors will receive a 2.6% increase; the sheriff and the county attorney will receive 10% increases; and the auditor, treasurer and recorder will receive 7.5% increases. Vice Chair Steve Wanders moved to approve the wage schedule, Chuck Webb seconded, and the board recorded "all ayes." The board discussed the County Attorney budget and noted that part-time staff hours are expected to fall after the loss of funding from Keokuk County; supervisors said they would review prior meeting records to clarify staffing and funding details.
Library funding was confirmed at $122,055 in total: the minimum required by the state will come from the rural fund, with the remainder provided by the general fund to meet the total. The board granted the Animal Shelter an additional $40,000 in county funding.
During the public comment period Micah Van Mersbergen addressed the board about county financials and employee pay. There were no other public commentators recorded at the start of the meeting. The board adjourned at 10:43 a.m.
