Central Utah Water Conservancy District presents $3.41 annual tax increase for average Duchesne County household

Gene Shawcroft, general manager of the Central Utah Water Conservancy District, presented the district's Truth in Taxation report to the Duchesne County Commission on July 28, 2025, outlining the district's proposed fiscal year 2025–26 tax position and upcoming public hearings.
Shawcroft said the district's certified tax rate is 0.000380 and the authorized rate is 0.000400, a gap the presentation quantified as roughly $6.4 million. Using Duchesne County's average household value of $310,000, Shawcroft reported that at the certified rate the district's portion would be about $64.79 per household; at the authorized 0.000400 rate it would be about $68.20, an increase of $3.41 per year for the average household.
Why it matters: Shawcroft said the additional revenue would support projected capital replacement expenditures and unanticipated/emergency replacement projects in the Duchesne area and related WTP reserve needs. He also placed the district's budget in the context of ongoing Colorado River negotiations that affect regional water planning and costs.
