Duchesne County Commission declines county RAP tax, approves routine purchases and vouchers

Duchesne County Commissioners on Aug. 4 unanimously adopted Resolution No. 25‑08, formally stating the county is not seeking to impose a tax under Title 59 (Revenue and Taxation, Chapter 12, Sale and Use Tax, Part 7) that would allow county option funding of botanical, cultural, recreational and zoological organizations or facilities.
The vote followed a presentation from Duchesne City Mayor Rodney Rowley, who presented a July 31 letter notifying the county that the city intends to submit an opinion question to residents about a municipal RAP excise tax. Commissioners discussed the city’s notice and then moved to adopt the county resolution. Commissioner Jeff Chugg moved to adopt Resolution No. 25‑08; Commissioner Tracy Killian seconded. Commissioners Chugg, Killian and Chairman Greg Miles voted aye, and the motion passed.
In other routine business, the commission approved a county website chatbot and search tool subscription with Polimorphic. I.T. Director Matt Yergensen described the service and staff noted a prorated cost of $3,750 for the remainder of 2025; a one‑year subscription was listed at $9,000. Commissioner Killian moved to approve the subscription and authorized Commissioner Chugg to sign on behalf of the county; the motion passed unanimously.
Human Resources generalist Tommi Mascaro presented four volunteers who had passed background checks; the commission approved them by unanimous vote. Deputy Clerk‑Auditor Hadley Cardwell presented vouchers (check numbers 169896–169951) dated Aug. 4, 2025, totaling $569,108.78; the commission approved the vouchers after a motion from Commissioner Chugg and a second from Commissioner Killian.
The commission also approved the combined minutes of the July 28, 2025 meeting as corrected and discussed items to bring forward for the next meeting and the weekly events calendar. Commissioner Killian moved to adjourn at 9:40 a.m.; Chairman Miles closed the meeting.
