County sanitarian reports permit increases; Cloud County agrees to higher H2O test fees

Marlene Stamm, Cloud County's County Sanitarian, gave a quarterly update at the Dec. 8, 2025 board meeting reporting increases in permitting and routine field work and recommending an adjustment to H2O testing fees that the county agreed to pursue with participating counties.
Stamm said the county recorded 18 new on-site sewage (OSW) permits filed and 12 finalized, 17 new well permits and 58 finalized, 11 RE inspections completed, four H2O permits received and two complaints addressed. She told the board she will attend the Annual Sanitarian meeting in December and the Kansas Small Conference in January (grant-funded). She discussed free water testing through the KU Geological Survey and raised fee updates for H2O tests; she said she would discuss exact fee schedules with participating counties and Cloud County agreed to the fee increase as recorded in the minutes.
Kendra Annon, Home Health Administrator, reviewed Home Health collections with the board. The board also approved a brief executive session for a personnel matter that included Annon and County Clerk Shella Thoman.
Makenna Haas, Emergency Management Director, updated the board on the generator project and upcoming training courses and said she would obtain quotes for a weather/grill guard and a bed liner for the Emergency Management truck; she also discussed trailer updates.
The county reviewed budget and fund status reports as of Nov. 30, 2025 showing an ending cash balance of $12,347,449.12 and acknowledged the termination of Christian Davidson effective Dec. 3, 2025.
