Aberdeen board approves small annexation, temporary utility relief and other routine items

The Aberdeen Board of Commissioners on Oct. 27 approved several administrative and operational items by unanimous vote, including a small contiguous annexation, a temporary utility-relief resolution tied to a federal government shutdown, and routine consent items.
Annexation AN-25-03: The board approved the voluntary annexation of a 0.344-acre parcel identified as PID #00992165 (address 425 Glasgow Street) submitted by Colin Webster on behalf of Grosvenor Land, LLC. Planning Director Pam Graham told the board the parcel is in Aberdeen's extraterritorial jurisdiction, utilities are available in the vicinity, and staff found no evidence that annexation would threaten town finances or public safety. The ordinance to extend the corporate limits was adopted by a unanimous 5-0 vote. The town clerk will record the ordinance with the Moore County Register of Deeds.
Resolution 25-24 — temporary utility relief: Town Manager Paul Sabiston presented Resolution #25-24 to provide temporary water, sewer and sanitation relief for residents directly impacted by the federal government shutdown. The program temporarily suspends disconnections, continues sanitation service and waives late fees for eligible customers who document shutdown-related impacts (examples include military orders, furlough notices, or employer letters for federal contractors). Applicants must bring accounts current within 60 days after the relief period or enter an approved repayment plan; staff may authorize extended plans up to six months for households showing continued hardship. The Board approved the resolution unanimously (5-0).
FEMA signers: The board authorized the Town Manager and Assistant Town Manager as authorized signers for FEMA-related transactions to streamline recovery and public-assistance paperwork; the motion carried 5-0.
Consent items and contracts: The consent agenda included approval of meeting minutes for Sept. 22 and Oct. 13; authorization of an encroachment agreement requested by Ripple Fiber for installation of an Optical Line Terminal cabinet; and approval of an agreement with Central Pines Regional Council for a comparable market pay study for $5,100. These items were enacted in a single consent motion and carried 5-0. The Central Pines proposal in the packet lists a scope of work, timeline through February 2026, and requested input from the town for classification and payroll data to complete the study.
Other business: The board selected option 2 for new rotunda lighting fixtures and then adjourned; both actions were unanimous. The meeting minutes record all votes and direct staff follow-up for contract implementation, annexation recording, and administration of temporary utility relief.
