The Health Finance and Policy Committee adopted an author’s DE1 amendment to House File 4438 on March 23, recommending the bill to the General Register.
Representative Biermann, the bill sponsor, told the committee the DE1 makes technical updates from the Minnesota Department of Health to keep public-health programs operating without disruption, including giving the palliative care advisory council authority to report every other year and combining two suicide-prevention reports into a single biennial report.
Lisa Timmy, director of government relations for MDH, told lawmakers the WIC-related change aligns Minnesota statute with a federal rule so families relying on nutrition benefits face fewer service interruptions. "This should just make it easier for the counties and community health board to administer this program at the local level," she said.
The amendment also clarifies audiology and speech‑language pathology statutory language and expands opportunities for tribal governments to participate in the state community health services advisory committee, the sponsor said.
Committee members had brief questions about contracting timelines for WIC and report sunsetting; Timmy said contracts remain effectively five-year with the ability to extend up to 10 years to preserve program continuity.
The committee adopted the DE1 amendment by voice vote; the bill as amended was recommended to be placed on the General Register for further action.
