Fulton County commissioners adopt 2026 budget with no tax increase; approve $230,699 grant and appointments

Fulton County commissioners adopted the county’s proposed 2026 budget and approved a series of administrative actions during their Dec. 30 meeting in McConnellsburg.
The board approved Resolution 8 of 2025 — the Tax Levy and Appropriation Resolution — which included "no increase in taxes for fiscal year 2026," and voted to adopt the 2026 budget as presented by CFO Mike Lamb and Fiscal Administrator Sue Reed. HR Administrator Mary Huston also presented the December 2025 Pension Report, which the commissioners approved.
The budget adoption followed Reed’s statement that no changes had been made since the document was publicly advertised. Commissioner Steven L. Wible moved to adopt the proposed budget; the motion passed unanimously.
Commissioners approved a State Interconnectivity Grant totaling $230,699.51 to support county communications and 911 systems. EMA/911 Director Brian Barton said the funds will be applied to SouthCentral Mountain CAD and CHE maintenance, SouthCentral Mountain ESInet maintenance, Fulton NG911 GIS maintenance, a SouthCentral Mountain battery upgrade, and Fulton ILEC maintenance. The board approved the grant by motion of Commissioner Steven L. Wible.
The board also approved two resolutions requested by representatives of the Bedford Fulton Joint Recreational Authority (BFJRA). Resolution 9 of 2025 authorizes an amendment to increase the number of BFJRA board members; Resolution 10 of 2025 authorizes the authority to appoint police officers with the same rights as other Commonwealth police officers regarding Authority property. Following those approvals, the commissioners appointed Craig Cutchall to a one-year term on the BFJRA, with the term expiring Jan. 3, 2027.
Other administrative approvals included acceptance of account payables dated Dec. 30, 2025 totaling $112,913.87 (General Fund $98,764.92; Debt Service $14,148.95); authorization to execute an agreement with Keller Engineer, Inc. to retain services for fiscal year 2026 (with formal appointment to be made at the Reorganizational Meeting on Jan. 6, 2026); and approval of Planning Commission meeting dates for FY 2026 for public advertisement.
On personnel matters, the board approved hiring Troy Wagaman as a Per Diem 911 Dispatcher, effective pending required clearances. A brief Salary Board meeting at 9:48 a.m. set the salary for that position. Commissioner Randy H. Bunch moved the board into an executive session for personnel matters at 10:01 a.m.; the session concluded at 10:29 a.m. The meeting adjourned at 11:15 a.m.
The board’s next scheduled procedural event is the Reorganizational Meeting on Jan. 6, 2026, when the county will formally appoint retained vendors and officers.
