Fulton County commissioners approve $335,634.88 in payables, hire deputy and OK $35,000 Krivak trust award

The Fulton County Board of Commissioners on March 3 approved $335,634.88 in accounts payable and $132,711.81 in payroll and completed a series of routine administrative actions including a personnel hire, a trust award and grant-related delegations.
The board unanimously approved the Accounts Payable dated March 3, 2026, with $291,026.05 charged to the General Fund and smaller amounts allocated to Liquid Fuels, 911, Hazmat, Domestic Incentive, Medical Assistance Transportation, Debt Service and pass-through funds. Commissioners also approved payroll dated March 6, 2026, totaling $132,711.81.
Commissioner Randy H. Bunch moved to approve a travel request for Chief Probation Officer Dan Miller to attend the Annual CJAB Conference April 20–22, 2026; the motion carried without objection. The board also approved a lease from DBB (Doing Better Business) for a printer for MDJ Heming’s office for a total contract price of $3,647.00 and approved a Plan Asset invoice from Conrad Siegel in the amount of $3,844.25 to be paid from plan assets.
Domestic Relations Director Tina Gress submitted a letter of retirement after 25 years with the county; Commissioner Bunch moved to “regretfully accept a Letter of Retirement from Domestic Relations Director Tina Gress, effective July 11, 2026,” and the board voted unanimously to accept it. The record notes Gress has served on the board of directors for the Fulton County Medical Center.
The board approved hiring Laurel Griest as Office Deputy I in the Prothonotary’s Office, effective March 4, 2026; a brief Salary Board met at 10:41 a.m. to set the new hire’s salary and separate minutes were filed. HR Administrator Mary Huston and Franklin/Fulton County Court Administrator Rebekah Reigner participated in the hiring discussion; the motion to hire carried unanimously.
Commissioners also authorized a CDBG “Delegation of Signing Authority” form designating HR Administrator Mary Huston and Commissioners Steven L. Wible and Randy H. Bunch to execute invoices submitted by SEDA COG related to Community Development Block Grant activity.
The board approved the February 2026 Pension Fund Report as presented by HR Administrator Mary Huston and approved a burial expense application for veteran Gary Allen Myers, who served in the Air Force during the War on Terror (Desert Shield/Desert Storm).
County auditors Penny Kipp, Rebecca Kendall and Holly Falkosky met with the commissioners for an audit review. Human Services Director Julie Dovey presented a Krivak Trust application; the board approved assistance up to a maximum of $35,000 with applicant information kept confidential under HIPAA. The record shows the motion passed unanimously.
The commissioners held three executive sessions for personnel matters (10:15–10:29 a.m., 10:48–11:45 a.m., and 12:25–12:37 p.m.), and received an update from Building and Maintenance Director Brad Seville on Phase II renovations for a newly purchased building on Lincoln Way West in McConnellsburg. The meeting adjourned at 1:03 p.m.
The board noted they will review the ongoing Clean and Green matter raised by resident Craig Strait further with the County Solicitor.
