Aberdeen approves insurance-pool membership, equipment financing and road closures for Special Olympics

The Aberdeen Board of Commissioners approved a package of consent and housekeeping items and authorized temporary road closures for the Special Olympics Law Enforcement Torch Run during its April 28 regular meeting.
As part of the consent agenda the board adopted Resolution #25-07 to join the North Carolina Health Insurance Pool (NCHIP), effective July 1, 2025. The resolution directs the town to provide the required notice to the North Carolina Commissioner of Insurance and authorizes the Town Manager or other official to execute membership documents. The board designated Town Clerk Regina Rosy as the member Trustee and Finance Director Butch Watson as the Alternate Representative.
The board also approved a Business Associate Agreement with Gallagher Benefit Services, Inc., dated April 16, 2025, covering handling of protected health information for the town's group health plans, and approved an interlocal agreement related to the pool's risk-sharing arrangements.
Finance Director Butch Watson summarized the town's fiscal position through March 31, 2025 during the financial report that preceded the consent vote: General Fund revenues were reported at 89.44% of budget and expenditures at 71.93%; building-permit revenue was 140.01% of budget and Powell Bill revenue was 126.89% of budget. Watson also reported a year-over-year cash increase of $2,228,602.23 and estimated Powell Bill balances of about $660,841.50 by June 30, 2025 and $960,841.50 by June 30, 2026.
The consent agenda authorized equipment financing with First National Bank for Police, Streets and Sanitation departments: a three-year installment purchase at 4.09%, with authority for the Town Manager and/or Finance Director to execute financing documents after the town attorney's review.
Captain Darling presented the Special Olympics Torch Run logistics and requested temporary road closures on May 17, 2025; closures were requested from 8:30 a.m. to 11:30 a.m. to allow setup and breakdown. Captain Darling said about 14 off-duty officers would assist with traffic control. Commissioner Teressa Beavers moved to approve the ordinance declaring the closures; Commissioner Wilma Laney seconded and the motion passed unanimously, 5-0.
Other items and remarks recorded at the meeting included an oath of office for Master Police Officer Shay Brinson, promotions in the Fire Department for Lieutenants Austin Puckett, Matthew Horner and Zachary Harris, an update that the library project is progressing (doors to be set, primer/painting underway, flooring next), and Town Manager Paul Sabiston’s note that staff are preparing the budget and will present a complete draft at the May work session. Sabiston also recommended sending a letter opposing proposed state HB 765; Mayor Farrell asked staff to send the letter to the town’s legislative contacts.
All motions recorded in the minutes — the setting of the agenda, the consent agenda, the zoning amendment and the road closure ordinance — carried unanimously, 5-0. The meeting adjourned at 7:59 p.m.
