The Park County Commission held a budget workshop on Aug. 25, 2025, during which county staff set a public-notice date and commissioners discussed shortfalls, possible cuts and revenue options.
Erica, who led the budget presentation, told the commission that public notice for the draft budget would go out on Wednesday and that the group’s current figures would be what appears in the published budget. "There's still the ability to make changes up through September 4, and then anything after that would be, if it's an increase, it would be a budget amendment," Erica said.
Staff reported the county's beginning reserve had fallen from about $1.9 million to $1.79 million. "And now we're at 1.79," Erica said when reviewing health fund totals and reserves. Commissioners said that repeatedly drawing on reserves is unsustainable. One commissioner said the county needed "a serious conversation about tapping into the reserves every year" and urged finding structural revenue solutions rather than repeated short-term fixes.
Commissioners identified two high-pressure budget areas: public safety and roads. They emphasized prioritizing "boots on the ground" services while looking for savings elsewhere and exploring alternative revenue sources such as resort-tax opportunities and grants. Staff noted some revenue lines in prior years reflected one-time mine proceeds and that those proceeds have been smaller recently.
Staff also walked through several operating lines and capital requests, including IT consolidation, outside auditing costs and equipment needs at the fairgrounds. For each, staff noted whether the line was included in the current draft and what additional follow-up would be required before final adoption.
No formal appropriations were adopted at the workshop. The commission moved to adjourn at the end of the meeting and approved the motion by voice vote; the transcript records the motion, second and a voice vote without a roll call.
Next steps: staff will publish the draft budget with notice on Wednesday and accept changes through Sept. 4; any increases after that date would require a formal budget amendment.
