Park County Commission approves auctions plan, infrastructure repairs, personnel actions and budget goals; appoints new sheriff

The Park County Commission concluded a full agenda on Feb. 10 with a series of routine approvals, personnel moves and a major appointment.
Auction and equipment sale: Justin Ridgeway of Ritchie Brothers presented appraisal work and sale options for a crusher and conveyor. Ridgeway proposed a gross-guarantee approach timed to industry events and said a guaranteed minimum net to the county would be about $335,560 after fees. Commissioners moved to approve the Ritchie Brothers appraisal and the sales direction described and approved the motion by voice vote.
Riprap/flood repairs: Staff explained FEMA-funded riprap and bridge repairs tied to the 2022–23 floods and said a limited solicitation resulted in competitive bids. The commission authorized a contract with Battle Ridge Builders (limited solicitation) for the repairs.
Fees and planning: Staff presented a memo and fee-schedule comparisons showing proposed floodplain permit and variance fees are in line with adjacent counties; the commission approved updated fees authorized by state statute. Planning staff confirmed that conditions for final plat had been met for the Grasshopper 1st Minor subdivision and commissioners approved final plat signatures and recording steps.
Personnel and appointment: The commission approved ending Kenyon Smith’s probationary period and promoted him to district leadman in public works. The commission accepted Sheriff Bigler’s resignation (effective Feb. 13) and, after public comment and endorsement, appointed Theodore (Tad) Dijkstra to complete the sheriff’s term through Dec. 31, 2026.
Budget parameters and fairgrounds staffing: Commissioners signed a resolution establishing FY 2026–27 budget parameters and reserve goals and approved posting to hire a part-time year-round fairgrounds and parks facilities/maintenance position, noting the request was within the current departmental budget.
