Park County approves Gardner streetscape grant, WIC task order and bulk water transfer

The Park County Board of Commissioners on Oct. 21 approved several action items, including a grant submission for Gardner streetscape work, an annual WIC task order and the transfer of a county bulk water station to the City of Livingston.
Gardner streetscape grant: Kristen, a county staff member, said the county planned to submit a Gardner Resort Area District grant application to fund curb and gutter, storm drains, sidewalks, removal of old asphalt and repaving for three blocks of 3rd Street in Gardner. "It's probably a $480,000 request, and it does meet the priorities for community infrastructure for use of those resort tax funds," Kristen said. Commissioner Vermillion moved to submit the application for the complete streetscapes project; the motion was seconded and approved on voice vote.
WIC task order: Staff presented the FY26 Department of Public Health and Human Services Women, Infants and Children (WIC) task order, described as an annual contract aligned with the federal fiscal year. "This is our exact task order," one staff member said; county staff noted the county typically approves a draft and then finalizes the document via DocuSign after state review. Commissioner Vermillion moved to approve the task order; the motion was seconded and approved.
Bulk water station transfer: Commissioners also approved a resolution and memorandum of understanding to transfer the county bulk water station at the fairgrounds to the City of Livingston. County staff said the station will be dismantled and relocated to city property at the corner of Darneer and Bennett and operated by the city because of county maintenance costs. Morgan from the fairgrounds and parks department said the farmgrounds advisory structure had not formally reviewed the transfer; the fairgrounds master planning committee had discussed the site's poor location near electrical equipment and expressed no objection. "So it will be up ... and running, and available for all of our county residents to use," a commissioner said. The commission moved, seconded and approved the resolution and MOU.
Each item passed on voice vote; the spoken record did not contain a roll-call tally. The commission directed staff to finalize documents and proceed with grant submission and MOU execution as appropriate.
