Commission adopts Gardiner neighborhood plan after public debate over boundaries

The Park County Commission on Sept. 30 adopted the Gardiner neighborhood plan after hearing public comment and online testimony about the plan’s boundary and scope.

Residents who spoke at the meeting urged clarity about whether plan goals would affect areas outside the neighborhood boundary. Evelyn Johnson of Gardiner said she agreed with much of the plan but worried that broad objectives could extend beyond the designated area, describing a paragraph she read as allowing goals that "do not easily fit within the discretionary boundary." Lynn (Lin) Chan, participating online on behalf of the plan team, said updated maps now correspond to the Gardiner Resort tax district and that notices were posted on the county website and local channels. "We appreciate everybody's input," Lin Chan said, adding the physical boundary is appropriate while community goals may be supported more broadly on a case‑by‑case basis.

Commissioner Vermillion said reducing the plan’s boundaries to the Gardiner Resort tax district "was a significant step" in addressing her concerns. Commissioner Story said he had attended multiple meetings over the last few years and supported adoption following revisions and outreach.

Commissioner Vermillion moved to adopt the plan and another commissioner seconded; the motion passed by voice vote and the commission signed the resolution.

Why it matters: Commissioners and residents framed the plan as a 20‑year vision for streets, alleys, fire and medical services, and land‑use expectations in Gardiner. Supporters said the plan represents local input after extensive outreach; some residents asked that future hearings be scheduled in Gardiner to increase local participation.

What’s next: County staff and the Gardiner steering committee will post the final plan materials as referenced at the meeting; commission action completes the county’s adoption step.
