Fulton County commissioners approve routine payments, grant agreement naming Franklin County single-county authority, and update employee health opt-out

Fulton County’s Board of Commissioners met on Jan. 13, 2026, in McConnellsburg and approved a slate of routine administrative and fiscal items, including monthly payables, personnel appointments and a multi-county grant agreement for drug-and-alcohol services.
Commissioner Randy H. Bunch, chairman of the board, presided over the meeting attended by Commissioners Steven L. Wible and Hervey P. Hann and Chief Clerk Stacey M. Shives. After opening with a prayer and the Pledge of Allegiance, the board approved the Jan. 6 reorganizational minutes for the Commissioners, Salary Board and Retirement Board and authorized account payables dated Jan. 13 totaling $135,622.38 (General Fund $66,644.09; Fund 300 Capital Projects $64,720.44; other funds comprising the remainder).
Interim County Treasurer Amy Bishop presented a financial report for the month ending Dec. 31, 2025 and later delivered the 2026 Certification of County Funds, which the board approved. The commissioners also authorized notification to organizations to apply for hotel/motel tax funding once the county receives its fourth-quarter payment.
On personnel actions, Domestic Relations Director Tina Gress asked to fill a vacant Enforcement Officer 1 position. The board approved a motion by Commissioner Bunch to hire Angie Horton as Enforcement Officer 1, effective Jan. 26, 2026; a brief Salary Board session set the position’s pay in accordance with the collective bargaining agreement.
In a matter affecting regional behavioral-health administration, Executive Development Director Julie Dovey presented the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172). The board approved the agreement, which designates Franklin County to act as the "single county authority" for the operation and administration of the Drug & Alcohol Program covering Franklin and Fulton counties.
The board approved several vendor and program invoices, including the second installment of the CCAP PCoRP invoice for $45,442.00 and a SAP&DC invoice for local transportation support totaling $8,598.00. County IT staff submitted and the board approved a renewal quote for ASPIRE two-factor authentication to maintain county account security.
Commissioners also approved a revision to the HR Manual (Section 212) clarifying the employee health insurance opt-out: eligible employees who waive county health coverage will receive a prorated payment up to $1,020 per calendar year ($85 per month), with payment issued on the final payroll in December or upon resignation if the employee leaves in good standing; the waiting period is excluded when calculating the payment.
The board approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968), with payment to be made to surviving spouse Janet McGinnis. The commissioners accepted Ronald Richards as the real estate agent to list county-owned property at 119 N. 2nd Street, McConnellsburg, at a 3% commission rate.
Several brief personnel-related executive sessions occurred during the meeting; each entry and exit was approved in open session. All motions recorded in the minutes carried 'All in favor.' The meeting adjourned at 11:33 a.m.
