Commission approves amended interlocal agreement to boost Cooke City Water District payment to $30,000

Park County commissioners approved an amended interlocal agreement with the Cooke City Water District on Jan. 13 that extends a memorandum of understanding tied to the resort tax and increases annual support from $20,000 to $30,000.
Ben Zavora, president of the Cooke City Water Board, said the prior MOU dated to the inception of the resort tax and expired with the previous tax term. The extension of the resort tax required bringing the MOU in line with the new 20-year term, and the water district requested a $10,000 annual increase to help offset cost increases over the past two decades.
County attorney Paul Spigler confirmed the MOU will last for the 20-year duration of the extended resort tax and that the payment to the water district would rise from $20,000 to $30,000 annually under the amended agreement. Extension office and other staff voiced support, noting the resort tax was intended to help communities bear the impacts of tourism and that reliable funding aids utility planning.
A commissioner moved and the commission approved the amended interlocal agreement by voice vote. Staff said the amendment gives the water district predictable funding for operations and rate planning.
