Dubuque County supervisors approve road and bridge contracts, hire six clerks and deputies

DUBUQUE COUNTY, Iowa — The Dubuque County Board of Supervisors on Monday approved a package of resolutions and contract actions covering road resurfacing, a bridge replacement and six new clerical and assistant positions.
The board voted to approve contract documents with Mathey Construction, doing business as River City Paving, for an HMA resurfacing project listed at $980,219.89 and to authorize delegate signatures on other county construction agreements. Supervisors also approved delegation for documents with Mathey Construction on an HSIP-funded paved shoulders project on Holy Cross Road totaling $706,591.29; staff identified that amount as grant-funded through the Highway Safety Administration. The board approved a federal-aid agreement that would cover 100% of the cost to replace a bridge on Saint Joe's Prairie Road.
A separate resolution authorized hiring six positions — four for Sunnycrest, one for elections and one for human resources — after supervisors said the positions are needed to fill staffing gaps. The board approved plans and specifications for resurfacing at Findlay's Landing Road and within Findlay's Landing Park and signed off on a notice to bidders with a March 13 bid opening.
Most items were approved following brief presentations and routine motions; each action was followed by the board voting aloud. The meeting record shows the board signaled approval by saying 'Aye' on each motion.
The board also received a final permit notice for Street Farms (permit no. 67836) and accepted the 2025 Iowa Certified Local Government annual report submitted by the Dubuque County Historic Preservation Commission.
Next steps for the awarded contracts will follow standard procurement and contracting procedures, including final execution of documents and contractor mobilization according to project schedules.
