Committee shifts to FY2027 maintenance-bill language; work groups assigned

After approving the cash-transfer motions, committee analysts briefed members on the packet of maintenance-bill language for fiscal year 2027 and the process for final review.
Keith Bybee, Division Manager of Budget and Policy Analysis, said the packet contains the clear-language sections that will form draft maintenance bills but does not include a full numeric summary because recent budget reductions and database-reporting changes require additional reconciliation. “The numbers are all good and available,” Bybee said, “but rather than send you all numbers this morning that may or may not be reflective of the actual numbers in the database, I need to do some additional testing and reconciling on those numbers.”
Bybee walked members through the packet’s table of contents, describing starting points for the 10 maintenance budgets (public schools; State Board of Education; Health and Human Services; Public Safety; Judicial Branch; Natural Resources; Economic Development; General Government; the Legislative Branch; and Constitutional Officers). He described examples of sections found in the draft language, including an exemption for expenditure-class and program-transfer limitations in the Judicial Branch language.
The committee assigned work groups to begin detailed agency-by-agency reviews (general government and natural resources were scheduled to start immediately). Analysts said work groups may add intent language where appropriate and will bring recommended language back to the full committee when it reconvenes Friday.
The chair adjourned the committee until 8 a.m. the following morning.
