Commissioner Janet Frank told the California Commission on Aging Executive Committee on March 3 that the Behavioral Health Committee has circulated a work plan to members and drafted a Call to Action flyer aimed at strengthening older-adult behavioral health services.
Frank said she and staff will finalize the flyer and that a final draft will be reviewed at the next Behavioral Health Committee meeting before distribution on Age Watch, social media and to partners including TACC and Justice in Aging. Frank also said she will present at the TACC meeting on March 12, 2026 addressing the implementation of Proposition 1 and the need for older-adult advocacy.
Frank reported she drafted a letter that has been approved and sent to the state budget committee. Staff identified the California Department of Aging Behavioral Health Toolkit as the best source for county contacts and urged each commissioner to contact their county behavioral health department to ask what cuts are planned for older-adult-specific programs; county plans are due March 31.
Commissioner Adelman and Executive Director Karol Swartzlander reported meeting with Vivianne Mbaku of Justice in Aging and said priorities between the Commission and Justice in Aging are aligned; Mbaku is expected to attend the next Behavioral Health Committee meeting.
The committee did not take a formal vote on policy at the Executive Committee meeting; next steps are finalizing the Call to Action flyer and following up on county outreach ahead of the March 31 county-plan deadline.
