Goshen Board approves routine contracts, grants and project adjustments

The Goshen Board of Public Works and Safety on Jan. 29 approved a slate of routine administrative and procurement actions, including referral of contractor bids, adoption of a service agreement for a county grant, a chemical-supply contract amendment, and authorization of a records-management subscription for the fire department.
At the meeting the board opened bids submitted for an unnamed project and referred the four submitted bids (including a low bid from DC Construction Services, $3,552,569) to the engineering department for review.
Legal-department staff presented Resolution 2026-03, authorizing a service-delivery agreement with Elkhart County that brings $9,245 in Elkhart County Drug Free Community funds to the Goshen Police Department for an evidence-drying cabinet, filters and testing supplies; the board approved the resolution unanimously.
The board authorized Amendment 2 to the city’s ferric chloride contract with PBC Technologies Inc., extending the agreement through Dec. 31, 2026, with automatic one-year renewals.
City utilities staff asked to move $4,819.86 in uncollected final water and sewer accounts to collections and write-offs; the board approved that action. The stormwater department presented a completion agreement for 417 South 3rd Street showing $3,600 in uncompleted work held and remitted to the clerk-treasurer’s office; the board authorized execution of the agreement with Freedom Builders.
Engineering staff presented Change Order No. 1 for the College Avenue sanitary encasement project (job 2025-0027), adding 28 calendar days and moving substantial completion to Feb. 27, 2026, because winter weather delayed bypass and locates; the board approved the change order and the associated road-closure extension as needed.
The board accepted a drainage plan for the Meyer First Federal Savings Bank outlot providing 9.35 acre-feet of retention (job 2025-2022) and accepted a replat of Lot 1 of the Meyer subdivision to create a new outlot; the board noted the city did not design the drainage plan and accepts no liability for future performance.
Legal staff recommended an AV-renovation agreement with EA Pro Music for the Elkhart County Historic Courthouse (total equipment cost listed at $4,131.90, 50% due at order). The board also authorized a Caliber Public Safety records-management subscription for the Goshen Fire Department that will interconnect with county agencies and the countywide 911 dispatch; year 1 costs shown at $9,871.20 and year 2 costs presented at $5,015.07.
No additional members of the public spoke during privilege of the floor. The board approved civil city and utility claims and adjourned.
