Redevelopment commission reviews financial plan, records $6,036,005.81 in consolidated TIF balances and approves April filing

At its March 10 meeting, the Madison City Redevelopment Commission received a monthly financial update and approved required April reporting and claims.

Presenter (S4) reviewed the financial plan and reported consolidated balances across TIF funds of $6,036,005.81. The transcript also lists a monthly claims total of $629,334.72; Commissioner (S3) moved to approve the claims and the motion passed by voice vote.

Staff member (S2) reminded the commission that the financial plan has been adjusted to include support for a learning center project and a property-acquisition line under housing support. The staff described the plan as reflecting "a 140 this year and a 140 in 2027," phrasing that appears verbatim in the transcript; the numeric phrase was not unambiguously recorded, and staff should be consulted for the exact dollar amounts.

S4 reviewed the April reporting requirement: the April report compiles the RDC’s previous-year activities and includes parcel-level TIF data (pages 15–28 of the report). Staff explained the April report must be presented to council and submitted via Gateway by April 15; the commission moved and approved the April reporting requirements.

Agency official (S5) said the state’s community crossing matching grant program was reduced this year (the transcript notes the pool was reduced by about two-thirds and that $100,000,000 was available statewide, down from a previously cited $300M–$400M range) and that the governor added $75,000,000 to the 2026 program to prioritize cities and towns previously unfunded. S5 said Madison plans a March 30 bid opening and expects to use about $1,000,000 for neighborhood paving under the 2026 program.
